Can you use ashes of war abilities with a shield
I can seem to use my weapons ash of war..only if I unequip my shield.

There is a no skill ash of war for shields that will allow it.
There's an ash of war that's "No Skill", and when you equip it to a shield, or you use a shield without a skill, you default to using the ash of war in your right hand instead of your left.

If you want to use your weapon's ash of war, your shield needs to have no ash of war skill of its own. Parry on a weapon will also override any of other skill you would have on another weapon on the other hand.

So I have to use only a weapon till get that and abandon my shield. That doesn't seem like a good decision on there part.

I don't know where I got it, but I have a shield with no skill, so having that equipped allows me to use my weapon's art.

Or change to dual hand mode, then you will be able to use the ash and keep the shield (on your back).

There are many shields that have "No Skill", and you can acquire the ash of war "No Skill" extremely early in the game to apply it to almost any shield you want.

The Ash of War for "No Skill", luckily, is available early on, in Limgrave.
Somewhere on the road heading east from Stormveil Castle is the Warmaster Shack, the dude inside sells it.

You can get it almost immediately from the Warmaster dude. Try looking around. You can get it before you even have a decent shield to use it on or weapon to use a skill with.

just get a brass shield from the godrick soldiers in the beginning, you can use weapon skills with that shield equipped because it doesnt parry

This too.
In a case where, for example, you want to use a unique shield that uses an ash of war that cannot be changed then you simply need to get used to swapping between one-handed and two-handed.

The Warmaster shack is deserted in my current playthrough (level 119, killed Rykard and Morgot), and Berndahl also left the Volcano Manor. Anywhere else I can get the "no skill" ash?
