At what point specifically do parts of the capitol become inaccessible? Is it as soon as you burn the tree, or is it only after you clear crumbling farum azula? Trying to figure out how far I can get before I have to make sure I have a get a lot more side stuff done.

It being covered in ash is not the same as parts of it being blocked off. I need to know when the latter happens.

I'm pretty sure once you burn the tree and cover the city in ash, it does in fact block off parts of the city.

According to my friends, that's false. It's only after you kill Maliketh that it happens.

And now I just confirmed it for myself. I burned the erdtree, rested at the first grace in farum azula, then warped back to leyndell and the capital was still exactly the same. Only killing Maliketh turns it into the ashen capital.
the city becomes filled with ash after you kill maliketh (because when you kill him there is probably some type of time skip since that whole are is outside time or whatever)
alot of quests lines also fail if you do not do them before killing maliketh you can miss out on alot of good stuff

When you burn the tree some npcs die and some quests become unavaiable, when you defeat Maliketh the capital is gone and you miss some items, so imo, stop right after killing the Fire Giant and go questing

Yeah that's generally the best advice. Do all the quests you have on the back-burner before burning the tree, then make sure you do everything you want done in the capital before Maliketh.
