How many flask chargers can u have from one playtrough?

I have 8 flask charges atm, and 2 golden seeds in my Inventory.
But the game doesnt allow me to use the seeds anymore.

Trying to use it at the bonfire a pop up appears saying: not enough golden seeds.

Is this a bug? And is there any solution to fix it?

I already tried relogging and different bonfires for usage.

You need three now.

The amount of seeds needed to increase flask charges gradually goes up. You need 3 seeds now.
