Feathers add effective range. So if you are crafting regular arrows you can probably skimp on it, but if you are crafting specialty arrows like fire or other status effects you probably want the feathers to cut down on "oops even the longbow fell short."
Granted I Think there are also some arrows that demand special feathers just to make in the first place, which makes things even more unintuitive if you didn't already know "Feather= better range" is the norm in these games.
Yeah, here's what it says:
Non-fletched
"Though the tip is certainly sharp, it does not fly particularly true."
Fletched
"The feather fletching adds distance to the arrow's flight."
Also, you can pick up a bow on either character. If you didn't build any strength, short and longbows are good enough for entering a lot of encounters, and Mighty Shot isn't to be underestimated. If you built strength but not a lot of dex, crossbows can help "fill the gap". Just remember to upgrade them, since they have no scaling. They make up for it with higher base damage, higher bolt damage, and the ability to fire them 1-handed. With a lot of both, you will eventually find a Greatbow, and much slowness will be had.
