why is the desktop icon low quality

It's not just you; your desktop icon is just Steam's downloaded version of it.
You can actually fix it by right-clicking it, and changing the icon to the actual game executable file: ...\Steam\steamapps\common\ELDEN RING\Game\eldenring.exe
Did this myself just after installing it. Looks nice now.
To clarify, don't change the shortcut's actual target. Just change the icon. :)
