all arcane weapons with an innate element have bugged scaling, in that they don't scale with any stats at all and just have their base damage

Reduvia and claws are cool. Problem is that bleed becomes pointless during many later bossfights and your gameplan just falls apart.

wait until you use some boss souls. seems like 90% of them are int/fai. basically fromsoft gave the middle finger to str/dex builds.

Flails and curved swords I quite love and are dexterity based. You also have a lot of hybrid weapons that use dex (even if not "just" dex) like spears or large curved swords, and then things like bows as well.

I use dual flails and started the game using dual curved swords. Haven't felt a problem with a dexterity build, though the weapon arts are what really bring any of the builds together.
