I notice I can still coop in the Lake region after defeating Rennala, so we must have just run into a network issue when we were playing in Limgrave. If you look at the map you press LB/L1 to see the coop status on the map and I noticed it was still active in Limgrave.
Leaving normal souls coop in place is fine for ruins/caves/legacy dungeons but having a flag to kill coop for ANY of the open world zones when you already can't enter individual dungeons from open world coop is quite possibly the stupidest decision outside of taking a perfectly good souls game and stretching it out, ruining the balance, and reusing more assets than every past game combined to fit an open world.
this also significantly reduces the areas to PVP in, if youre into that.
