Bloody Finger Hunter Yura isn't appearing

I need Eleonora's Poleblade for my build, and after finally discovering the church - there was no NPC there. I then found out that my guide neglected to mention the yura questline. I had initially talked to him under the bridge once, but he did NOT join the battle against Nerijus.

Now, he is no longer under the bridge, and he is also not at the cave.

Note: I have killed the demon assassin creature in the second church of merika.

Have I completely broken this quest, and subsequently my build?

disregard, guide was wrong. He's under the overpass outside of the cave.
