I won yesterday at 32 just have to learn his moveset and attack x2 then run . g luck :)
I beat him at about level 30+ on first try. I had a Flail +6 at that moment, with some Fire Grease and using Exalted Flesh to increase my attack damage. The bleeding effect on the Flail probably helped too, but I was not paying attention to the boss's healthbar all the time so I can't say for sure.
For me, it doesn't matter that the summons are weak, they just need to keep the boss's attention away from me long enough so I can do a few charged attacks at his sides or back. That's usually enough to make him kneel and let you do a crit/visceral attack.
On top of that I summoned the Nepheli NPC you meet, who managed to stay alive and also keep the boss's aggro away from me. I managed to do quite a few crit attacks thanks to that.
Once he did his fire attacks, based on my experience fighting the birds that breath fire, I knew you can't just tank that, you need to move out of the way. He'll be preoccupied while doing that so you can do a few attacks behind him while he's spewing fire.
Get more levels, upgrade your weapon of choice and use summons :)
If I remember correctly, I had 21 points on both vigor and endurance. Checking the wiki, that means 680 health and 110 stamina. I think a good way to know is: if a single attack from the boss is taking out more than half your healthbar, you probably need more. But that is coming from me who likes using a shield and tank hits from the enemy.
Based on my experience playing Dark Souls, even spellcasters should be increasing their HP as they advance through the story, because fights are only going to get harder. High HP makes the game more forgiving when you make a mistake, or if the camera suddenly decides to spazz out in the middle of a boss fight. I don't know how different it is in Elden Ring, with regards to how much low HP is viable in a glass cannon build (I'll probably make a spellcaster on my next playthrough to find out).
But I guess this is the point where you should consult a (spoiler-free) character build guide (I'm sure there are a few made already) or be ok with making throwaway characters to experiment builds with.
