Probably your PC is misconfigured or full of crap background apps.
Get hardware from at most 2 generations ago. Dunno where you live, but getting 1-2 year old RAM, MoBo, and CPU shouldn't be too hard nor expensive. At most $300 in total.

Yup, it does dips for a few seconds at some open world areas. But generally steam fps shows 55fps for most of the game. Not at max settings though, custom, no vsync(forced on the driver level) as I have freesync.
The problem with OP is his Rtx 3050, being a budget graphic card... He probably needs to create a game profile with nvidia control panel and do some serious tweaking as well as ensure no other crap is running in the background like video streaming...

Best solution for him is to buy a much better graphic card for 1440p. I recommend 1070Ti, 1080, 2070, 3070.
New budget (Sorry in this current market, budget is also cut throat) card doesn't mean it's a high end card, especially if you play at 1440p and above... The two links I posted showed performance difference between the 2 cards (Did you even bother to click and look at the results...). The card I used in my PC example(8GB RAM and slightly slower CPU of 4670k) and yours(16GB RAM, 4770).
There's a difference in factual information and "feel"... Even if you upgrade your CPU to the likes of AMD 3700x, you probably only see an uplift of only about 5~10 fps. Aside of disabling junk running in your PC (rogue anti-virus, bitcoin mining, etc), you need to manually edit settings on the driver level like max performance/vsync, etc and even set your actual windows desktop(not in-game setting) to 1080p.
Possibly in terms of raw FLOPS while simultaneously having 1/3 the memory bandwidth, lacking new instruction sets, lacking various technologies on motherboard which slow down everything from memory to disk access to PCI, having less cache, etc etc etc
being faster in terms of FLOPS is meaningless so no a nine year old i7 is not "good". There are a ton of dimensions to performance.
