I figured well, if you're gonna cheese me, I'm gonna cheese you. If you have magic and or presumably a lot of arrows and a bow, you can lure him to the elevated ruins nearby, I used the one a short ways to the south east and spammed spells at him. If you're melee or don't want to cheese, then git gud is probably your only recourse. However, if you have some patience and ranged abilities..
-Allocate your flasks to focus restore, you won't need any healing flasks, but take one if you're worried.
-Stand on northwest tip of ruins to the southeast a short distance of where he appears. He will eventually get close enough to aggro and start walking towards you. Commence range attack.

I tried that boss at first same as you so I gave it one hit realized how long it would take given how much damage I was doing and just ignored it.
That´s what I base if I fight something or not on, is my damage reasonable against it.
Nothing worse than having to chip away at a health bar for 10 minutes only to get wombocomboed to death when they spaz out after half their hp is gone...
guess that´s why I spent thousands of hours in the ds games but gave up on sekiro towards then end.
The horse rush is just dodge backward follow the horse direction, horse stomp is only required a few step backward no dodge needed

The shield bash required practice because it lingering hitbox are just a long as your dodge but if you positioned always to his right, he will use it only a few time which often is from combo attack
The ground pound won't kill you and easy to dodge
