How can I use weapon skill with equipped shield?

You can't. Unless the shield doesn't have a skill of its own like parry.
I think it's dumb but assume previous DS games were the same way.

Wait really? So this game literally prevents me to use the whole brand new weapon skills system that they invented, just because I decided to use a shield with stats that I like? And I can't even remove that parry skill from my shield that I don't even want to use?

Dude, you dual hand the weapon, use the skill then get your shield back out.

This skill system already existed in Dark Souls 3 and it was the same there.

hold down the loot button and press RB to dual fist then u can use or abilityls, search google if ur having trouble thats what i did, was at top of google. its easy, i have faith in u

Yes I can do that or swap the shield in my left hand, the thing is that it takes additional fraction of second to do and in the meanwhile you will get stabbed. And if you use a shield (or whatever item in left hand) with no skill you don't get this penalty.

Thats just how it works. You have to either choose between parrying (or any shield ability) or two hand a weapon. As I said, you can quickly hold triangle or Y and press right button (R1) to dual wield your weapon (or left button if it is equipped in left hand). Use arts, than quickly swap back. It's pretty common to do these inventory quick swaps in Souls games as it was in MH games.
