It's safe, but the problem is that developers can package altered dlls with their software that will replace the standard dll that Microsoft provides, usually these are unsigned by Microsoft, and hence the untrusted system file issue. It could also be a corrupt system file which is flagged by EAC, hence your error.
Boot cmd as admin and run this command "sfc /scannow" just remove the quotation marks. It will scan all protected system files and then replace corrupt ones with a cached copy. If you end the process with something like "didn't find any integrity violations", then the issue lies elsewhere.
Unstall your steam, and download and install it again, then add your steamapps to your steam.and it works

When you uninstall steam, do you lose all the games installed ? Because i have the same issue, but if a have to reinstall the games...
you have to backup your games before you deinstall steam so you can restore the games from the backupfiles
