Running buttery in 4k HDR, G-Sync, Most Max Settings with a 2080 Ti
This is how I got everything running super smooth in 4k HDR, G-Sync, all settings max except anti-aliasing.

First off, make sure your monitor is HDR capable, and know its limits and your GPU's limits. My combination can run HDR in 4k at up to 60 hz and 8 bpc color. You'll need to ensure you have this, along with some other settings, enabled in your nvidia control panel and also make sure HDR is first running on your desktop before you start the game. Below are the steps in the correct order.

1. To get your monitor on the right resolution and refresh rate, right-click -> Display Settings and select your resolution. Then -> Advanced display settings -> set Refresh rate to your maximum for your setup. Then go back one page, and select Graphics settings at the bottom. Enable Hardware-accelerated GPU Scheduling. Leave off Variable refresh rate. You won't need it with the below steps in place, and I found this setting is actually worse.

2. Now right-click -> NVIDIA Control Panel -> Display -> Change Resolution -> 2. Resolution (For me the correct setting was '4k x 2k, 3840 x 2160 (native)'). And under 3. select 'Use default color settings'. Also make sure your refresh rate on this screen is correct, change it if needed but you shouldn't need to.

3. Go to NVIDIA Control Panel -> Display -> Set up G-Sync -> 1. Apply following changes: Enable G-SYNC and 'Enable for full screen mode'.

4. Go to NVIDIA Control Panel -> Manage 3D settings -> Set Max Frame Rate to 57-58 FPS, this is critical. Turn Vertical Sync to 'Fast', trust me. If you turn it totally off, your g-sync will not be enough to compensate, I've already tested every possible combination.

5. ONLY NOW do you go back to right-click -> Display Setting, and enable 'Use HDR'. Make sure the HDR stays on. The game won't work in HDR if HDR does not stay on while on this screen.

6. Only once all of that has been done, open the game, make sure your HDR is running (my TV gives me an 'HDR' icon in the upper right when I start the game and when I change resolutions in-game as a quick confirmation. Go to settings, change your resolution to 4k and make sure it's on full screen. You can also crank all the graphics settings up. Anti-aliasing is basically pointless with 4k and HDR though, that's why I leave it on low.

7. Then go to the sound and display section. Turn HDR on. That should grey out the brightness settings. When you start the game It should be buttery. There will still be the tiniest stutter and slight tearing once every few minutes, depending where you're physically at in-game. I suspect it has to do with invisible loading areas as it always tends to jitter/slow down only on stairs and doorways.
