Elden Ring is autistic when it comes to controllers. You absolutely cannot have more than 1 on your system, be them virtual or otherwise.
To eliminate this issue first, ensure that steam can only detect a single controller and that it's the one you want to use.
vJoy Device in device manager (if you have it), must be set to disabled.
Sekiro does the exact same thing so it must be an engine problem.

They seems to have fixed the issue I was having I no longer have to unplug anything. Hopefully that works for everyone!
