Not only is the game broken, but also the EAC seems impossible to remove from the computer.
UPDATE: A solution to uninstalling EAC was found and I have outlined how to do it below in the 2nd comment.

Typically EAC can be uninstalled by using the executable located within the game installation in the EasyAntiCheat folder, running it and choosing to uninstall EAC, which then removes it from the computer, but except From managed to so royally mess everything up that not even that works properly. When running the easyanticheat_eos_setup.exe it will only briefly pop a console window and close out without any option to uninstall it. This is completely unacceptable. With the game I was willing to wait for patches, but I will not be forced to permanently leave malware like EAC installed on my computer. From has literally gone from one of my favorite developers of all time to just complete and utter garbage.

I've just refunded because of this and I'm trying to find a way to uninstall EAC from my system.

Hey I got a way how to do it now.

1. Open an administrator command prompt and cd into the EasyAntiCheat folder directory located with the Elden Ring install. On my computer that looks something like [cd "H:\Steam\steamapps\common\ELDEN RING\Game\EasyAntiCheat"], but yours will probably look a little different because I have a lot of harddrives.
2. Once inside that folder within the command prompt type "easyanticheat_eos_setup.exe uninstall 773d3a68f76f4b2ebebc5b4127bbad3e"
3. After that it should be gone. You can check for sure by hitting Win+R , type services.msc and press enter. Then look in the list for "EasyAntiCheat_EOS". If it's gone then it worked.

FYI, in case you are worried about that weird numerical string you can check that it literally is just the uninstall command by going into the Elden Ring Steam folder, going into the EasyAntiCheat folder and opening install_script.vdf in Notepad or any other text editor. The uninstall command with that specific numerical string is listed there.

If you already deleted all of the Elden Ring files and the EasyAntiCheat files located in the Steam Elden Ring folder you may have to download everything again first to do it, or you could try doing the same thing with the EasyAntiCheat_EOS.exe located in the C:/Program Files (x86)/EasyAntiCheat_EOS folder, but I can't guarantee that one will work as I have not tested it.

I did this:
I set game to start offline, went offline on steam and then:
Go to the Steam library location where you installed Elden Ring.
Go to steamapps > ELDEN RING > game.
Rename start_protected_game.exe to something else. ...
Make a copy of elden_ring.exe.
Rename this newly made copy to start_protected_game.exe.
Run the game through Steam as normal.
Game went from stuttering fps drop nightmare to almost perfect smooth 60fps
