I mean, that's just an excuse. You can still often see the face (open faced helms), and regardless, the NPC's also have really dated looking character models. Like from ten years ago dated.
Tech these days can make some really advanced looking characters. See Star Citizen, or Baldur's Gate 3. Like, REALLY nice looking.

I don't own the game - I'm just watching streamers play it in 1440p (which is what my monitor also happens to be).
Then there you go. Watching a streamer play vs playing yourself is entirely different.
No, it's not. What I am seeing does not change whether I am watching it on Youtube in 1440p or playing it natively in 1440p. I see literally exactly the same thing.
Quality always degrades in streams or videos, that's just how it is.
That being said, it's not state of the art, but serviceable. Whining about something so insignificant is just weird, especially when the examples you mention, one of them being a game that's never gonna be released, let alone run on a lot of pc's.
I have no idea what to "expect" because I've never played one of their games before.
It's open world-ish. It's no Breath of the Wild, but it's definitely somewhere between Skyrim and Dark Souls.
