Seems like you were luck enough to get a magical edition of your PC.
Because mine specs just features a little better processor than yours and it struggles to run anything launched after 2015.
So PS4 it is.
Well I can run games like Forza Horizon 5 and Red Dead Redemption 2 + Online perfectly fine with about 30 - 60 fps. The 32GB Ram might help a bit though. Only downside I see to the PS4 is that it's an extra 20$ to buy, plus 14$ for the PS+ to play online.
On the other hand, if it's anything like the others, within a few years it will be like ten bucks on PC, so buying it twice won't be much of a burden.
They are selling this game on PS4. If your PC is better than a PS4 chill it'll run well tweaking some settings.
PC is likely to give a BETTER experience
it all just depends on what you like and what matters, having more control of settings, controller types, mod capability, EAC/Cheaters, etc. If this stuff matters then go with PC and be open to refunding if optimization is particularly bad
if that isn't an option then try it on the ps4 pro. it definitely looks better than on xbox but don't expect anything crazy.

he played the network test on the ps4 and can probably elaborate the difference between the versions and what you might be missing out.
I will assume you are running Forza Horizon 5 and Red Dead Redemption 2 on very low settings, because I know people with slight better video card that barely can cap fps at 30 fps, let alone reach 60. That much RAM might be doing a little miracle there indeed.
Also why do you have 32 GB of RAM while using a 1050Ti? 16 GB was enough and you could have invested on a better processor and video card instead.
I used my old GPU when building my new setup because I was lacking funds, got the RAM 2 for 1 though so couldn't resist.
