That's highly unprobable. Keys are regional, they do not activate by Country. The same key that works for me in Chile, works for Argentina, Peru, Colombia, Venezuela, etc.

I've made a quick verification of my data, and I was wrong.

It seems that for some reason, Venezuela is banned or something for playing at least this game. This is totally new for me.

Yeah but some pages says Worldwide and Venezuela as a exception for key activation.

I am not going to bring any of it up, but one would have to be living under a rock to not be able to see the state that country is in(and would need to be heartless to feel nothing about it). I think the uncertain future of that country's standing in a few organizations is to blame, as well as the economy of course. I truly recommend packing up and just... essentially fleeing. That's as far as I'd like to step into this topic, really, and I'm sorry.

Oh, and tl;dr Japan is a big ally of US, and the US is a big player in the troubles there, and trade embargos have been implemented to try and oust the dictator/fight the other would-be influencers and replacement regimes. That is the most likely reason why this is your situation. I only aimed in this comment to shine a light on it.
