What exactly is the frenzied flame?

I went to the frenzied flame village in Liurnia and after avoiding the gosh dang Eye of Sauron trying to murder me, I found a note in town that said something about the frenzied flame, the Three Fingers, and something buried deep underneath the capital.

As much as I want to learn more, I get the feeling there's a reason this thing is buried under the capital.

Once upon a time there was a guy who was such a jerk that they gouged out his eyes to teach him a lesson.
