If the description is legit (it deters all manner of beast but not human), it should cause them to be more passive/give up on chases sooner.
Have not tested myself - but may save some sanity lol
As for the birds two thing i found that helps greatly, use a gravity spell (spell stone, weapon art, ect) or parry their sword swing. It sounds stupid but you can parry the swords and they'll flop down on the ground on their backs, or an easy kill.
Yup, they're designed to be either sniped off their perch or aggro'd and parried.
If you're build can do neither then you'll need enough slash resistance and vigor to trade blows when they swoop because that'll be your only opportunity to get a hit in.
