In other Souls, PVP people always "come to an agreement" on what level people should stop leveling at for PVP (because if there was no level agreement, people would level up irregularly and never there would be good matchmaking at any level).
In short, Elden Ring's PVP isn't dead, but if you get past about level 150~, the game starts to match you with fewer and fewer people, to a point where you either find almost no one or match you with always against the same people.
