Depends on what you mean. You can respec all the levels you've spent since starting the game by Defeating Rennala, which unlocks the respec mechanic . But you have to reallocate them all at once. You can't leave them unallocated.

Essentially, the respec mechanic lets you temporarily reset to your starting level, spend all the levels you've gained since wherever you like, then carry on from there

You need to defeat Rennala, and then bring her a Larval Tear, she can reset you.

Well that is why you play PVE at the lowest level your skill allows and then make a backup.

Then you can go up from there and revert later.

Yes it’s a bad idea. Then there will be a lot of people with end game weapons invading people at level 5!

And that will just open the floodgates for even more whiners and crybabies, much worst than what we already have!
