Dual wielding Rivers of Blood and Moonveil katanas in PvE
I searched both here and Reddit to see if this is ever done and came up empty. Just wondering how effective would this be before I dump points into Arcane.

Moonveil in DEX/INT and Rivers of Blood is DEX/ARC so you need 23 INT 20 ARC to use both, and then it basically comes down to which weapon art you want. Either is going to pair better with something that does more blood build per hit, like Bloody Uchi +25 or Hand of Melania +10 which do 83 blood buildup instead of 50.
