Probably an option when they create their server with procon or i don't know the program.
I don't play BF4 anymore because of that.
For example, in the in-game server menu or in Battlelog, just click on the server name and it will take you to another screen where that server's stats and info are available. If you see that the server says something like 61/64 players but, the ticket count is still high and the match has been running for a while, that's a good sign that the server admin is using a seed program to make the server show up in your browser or in-game menu.
We all get tricked by it from time to time. It sucks but, its far better than SBMM and automatic lobbies, not to mention admins have the power to perma ban cheaters.
