theres a wide variety in servers so you can find one thats full of vehicles or none.
As far as hackers go, some get through but most get banned from a server as soon as they enter or trigger a hack. So far seen two people get banned from servers with a 'this player got caught cheating' type message.
i dunno it itll run on windows 7 but i would guess it would.
What sort of a person won't play an online game because of a toxic environment lol? Get a thicker skin man.
To answer your question - BF4 is INCREDIBLY un-noob friendly. Everyone is going to have better gear than you, better weapons, better perks PLUS have superior map knowledge and skills. Just stick to my little pony in the mean time where its a safe space.

Yes it is worth buying, more than ever
Admins are fine 99% of the time. You might run into a fragile ego admin now and then that will kick you for blowing up their chopper but it's rare in my experience.
I can't remember the last time I saw a cheater in BF4.
Not sure what your vehicle question means. Vehicles in BF4 are fun to use and powerful, so they get taken pretty quickly once they spawn.
The game is extremely active right now and it's a great time to buy.
