It won't be fixed unfortunately. You can try to change the FOV in SP by using Flawless Widescreen, check this post: http://battlelog.battlefield.com/bf4/forum/threadview/2955065221838742838/1/

That being said I would imagine part of the reason the ingame FOV slider doesn't affect singleplayer is because there are unique animations or models that were only designed for the default FOV. That should only lead to visual glitches tho and not anything that affects gameplay.
For those that want to know how to change FOV for BF4 in 2022 here are the steps.
-Download flawlesswidescreen from its site, use the 64 bit portable version.
-Open the program, skip everything about plugins.
-On the left side window you will see names of games, select BF 4, this presumably also works for BF3 because the name's there as well.
-You will see the slider, set it all the way to the right +33 (I use this one you can use whichever)
-Launch the game and campaign, you can change FOV on fly.
- Set the slider to the right and left, you will see the FOV changing.
- The weapon model FOV won't change, that's normal.
