it will run fine but very occasionally when the whole server is fighting nearby, it might lag but its not too bad

I don't think your CPU is a problem, i got I5 9400F and RTX 2060, it works at 100 FPS + on all HIGH settings.
Are you sure there is not somenthing wrong with your settings in Nvidia Control panel, if you got VSync on, then you won't be able to get more than 60 fps no matter what, also at performance it should be set at Prefered maximum of perfomance.
Also if you got Ray traicing on , disable it.

His CPU can't be bottleneck since i got an older generation of I5 9400F with RTX 2060 and it works at 100 FPS + on all HIGH settings.

My vertical sync currently set at "use the 3D application setting". and Preferred graphics prosessor set at "High-performance NVIDIA processor".

I didn't notice when you said you had a laptop, than yes that can be the reason, however the VSync should stay OFF if you wan't to get more than just 60 FPS in games, not on Use the 3D application settings.
Hope i helped you , if you turn it off, you will notice a boost in FPS, especially on LOW/MEDIUM or even HIGH settings.
