If you're on a Community server it indicates they're admin.

If instead you're on an Official servers it indicates the game is buggy—this specific glitch has been present since launch—they just changed the color from white to yellow with this update.

Come to think of it, if you're on a Community Game and admin isn't online, the bug might happen there as well. I can't say for sure as I've never tested it.
