Trouble With New Game +

I just finished the game on normal difficulty but my weapons and inventory from my previous game are not carrying over into new game plus, which I am playing on Pure Survivalist difficulty. In New Game Plus, the first functioning bench is in Chapter 1, but when I open the bench all I have in my inventory is current ammo and health. The next bench is chapter 4 on the Roanoke. But all I see in that bench is current ammo, health and the DLC weapons I purchased. What am I doing wrong?

nothing. pure survivalist, classic and hardcore start a fresh save.
