What if we use the steam family-sharing option and my brother only has the base game while I own both?

No, a shared game may only be played by one user at a time. However, if I understand correctly that he is receiving the game through sharing from someone else, the answer is still no. He also needs to have the DLC otherwise, the game won't allow him to join your lobby.
