HDR/Full Screen/VSYNC

After playing the game on Xbox One back in the day, I was looking forward to playing it again on PC in maximum glory on an 4K OLED monitor with 1300nits.
But no, just like back then, this game is annoying me with strange screen issues.
VSYNC doesn't work in fullscreen, and the game always runs at 3 million fps, hitting 100% on the GPU every second. So to play in fullscreen, you have to limit the FPS in the driver.
In fullscreen, the game looks fantastic in HDR, but as soon as I try to take a nice screenshot with Gamebar, the game tabs out. Gamebar doesn't seem to work at all in fullscreen mode, but if you switch to borderless, it works. The only problem is that HDR doesn't look as good then and is completely burned out.
I've tried everything else for an hour, forget it, this game is crap.
