Saturation issue

Hello everyone. I just started playing this game again on a new computer. My old one was only getting 11 FPS making it impossible to play. Now I am having an issue with the colors not being very bright. I actually have to change my view to read most of the dialogue and HUD. On the old computer it was very saturated now its really bad. I went through the options and messed around with the resolution and matched the colors for the white box but no luck. I am convinced that it has something to do with the resolution but I am usually wrong about this stuff.
1920 x 1080 @ 180Hz.
I'm going to plug these numbers in a gain but please help if you can.

Almost certain that is correct, HDR makes the game look bland and grey/dark as hell for some reason. Turn it off. Also, I have a guide that makes the game look quite good with Reshade.

Yes, it was HDR. You guys are geniuses! I am going to play this through plain then I will look at these mods.
