Open console with Shift + ^
then type: GameTime.MaxVariableFPS 60 (or your desired fps)

The user.cfg file thing doesn't seem to work anymore.
Both of these methods will produce inferior frametimes to rivatuner, reducing smoothness
They asked how to do it without using third party software. So rivatuner would be off the table for them.
