Mods range from graphical tweaks, custom skins (addon or replacement), new weapons, some custom maps, gameplay tweaks for Instant Action, new units, and more.
Be forewarned that using mods in MP risks triggering whatever vague anticheat the game has, and purely cosmetic mods are the least likely to get flagged. I've used cosmetic mods in MP and had zero problems, but any gameplay altering mods will at best make it very wonky and in worst case get you flagged as a potential cheater.
Mods are best used in offline mode using Instant Action.
