DX12 has crazy black lines and artifacts on NVIDIA hardware

Menus are littered with artifacts with dynamic res turned off. I tried this with a 3080 and 4080 with the same result.

dx12 runs better on my 6800xt, however i did have issues back when i had a 1050ti.
