So am I supposed to have everything unlocked

Just boot up the game and went around to see things when I notice that I had all the costumes are onlocked and all the star cars that I've noticed or at full level. Is this some thing with the celebration edition cause if so that be wonderful not having a worry about leveling up your characters, just customiz the game and be a stupid moron in it.

If not I have some serious questions. Also I have yet to actually play the game because my old alienware mini sound like it's gonna burst into flames along side playing only 1 frame a Second on the lowest settings.

well celebration edition i got had all costumes but i had to lvl up chars and get cards but maybe they changed it....

It unlocks all of the skins except the preorder ones and reward skins

you do have things unlocked, when you reach the appropriate level
