Keyboard and Mouse not working

Anyone have any idea why this could be? I've seen loads of issues about this (main menu, mouse cursor locks to center of screen and it thinks I'm using a controller (which I'm not). I have disabled all overlays and/or programs that have overlays. Nothing works. Restarting, reinstalling, etc.

Are you sure you chose keyboard and mouse in the options menu?
Are you using any special software with your keyboard and mouse?
Do you have a controller plugged in?

Right click on the Star Wars Battlefront II --> then Properties and then go to controller settings (second from the bottom) then Disable Steam Input. I had excactly the same problem. I couldn't set anything in settings because my cursor automatically was scrolling up. Just give it a try and tell me if that was the issue.
