Basically you'll be able to play it, but don't expect great performance.
Turn graphics settings down to medium/low, and then enable dynamic resolution. Dynamic resolution adjusts the resolution to maintain framerate. Add in some sharpening from the NVIDIA Control Panel to counter the blurriness, and keep anti-aliasing on TAA High to counter the aliasing. If dynamic resolution doesn't work, then just lower the render scale to 70% instead.
This will be one of the best things you can do for framerate. And it won't look much different because you are adding in sharpening and keeping the amazing TAA.
