^ this is the mod you're looking for, though frankly it's insanely op and more designed for fun than balanced gameplay so I wouldn't recommend using it until you've beaten the game normally, or if you simply are okay with essentially turning on super weenie hut jr's difficulty.

nah there is a mod for it though, but i can see why they did not let you play free with super sonic, the open zone is boring with super sonic, because you don't do platforming, and you 1 shot every guardian.
