Did Shadow Get Added?

After the year of Shadow, was curious of DLC added shadow to this game or not?

There are no Character DLCs for this game. There are however mods being worked on that implement him into the game.

Shadow Generations does imply that the “unknown” stages for Shadow could be showing events in the future.

So Kingdom Valley is there and he just doesn’t remember it, Sunset Highway is there but it hasn’t happened yet, and Chaos Island is there (but we don’t know why or if they’ll explain that further)
