When Update 3 of Sonic Frontiers arrives, do I have to beat the game to unlock the Final Horizon Future Arc of Sonic Frontiers which is The Last Story?

Well, if its Unlockable then it should appear on the Title Screen after beating the Game as a Future Arc
= Continue
= New Game
= New Game +
= Final Horizon
= Battle Mode
= Arcade Mode
= Cyberspace Challenge
= Options
= Language
= User Manual
= Extras

I know how to get to the Future Arc being The Final Horizon or Last Story.
First, you need to clear the Main Story "Fate of Two Worlds" then save a Clear Data File.
When you load your Clear Data File, you will see a notice that a Ring Portal has appear in Sage's 5th Fortress: Ouranos Island.

Find the Dimensional Ring Portal and enter it to start the Future Arc being Final Horizon as doing so will unlock 1 Autosave and 3 Save Slots which are used for the Last Story as you'll start in Sage's Fortress in Ouranos Island but the Last Story is going to be challenging but its worth it for the True Ending

if you mean beat the island beforehand, no, it's available as soon as you reach Ouranos

It’s available once you reach the final island. However, it’s a steep difficulty spike, especially if it’s your first run.
