Playing around with an AMD FX-6300 and Nvidia GT 710 2GB just to see if it works.
At the lowest resolution and settings it's pretty amusing. It runs at 35FPS, the CPU is at 50-100 load, half of VRAM is used, and my GPU is pegged at 100%.

At lowest resolution with high settings I got 5FPS. Once I disabled the Nvidia driver optimization crap including shader cache, anti-aiasing, and gamma anti-aliasing I get 21FPS in the beginning of the game.

Forcing 'Threaded optimization ' to on globally in the Nvidia Control panel seems to get rid of the occasional stuttering.

The Shadow Quality Ingame setting seems to be the easiest setting that tanks FPS when set to high. When Shader Cache in Nvidia Control Panel is enabled, this drops to 6FPS. With Shader Cache disabled it's 21FPS. This is with an M.2 NVME SSD, granted it's only running at PCIe2 speeds and can go much faster.

Now for 720P resolution with the settings above (On high settings.) I get 4-7FPS.

Texture filtering - Trilinear optimization in Nvidia Control Panel seems to improve performance. After leaving the game running for a bit FPS goes from 4FPS with it disabled to 5FPS soon after enabling it, then 11FPS after waiting with the game running. For low settings, I'm getting 13FPS with it disabled and 14FPS with it enabled.

At 800 x 600 resolution, it's possible to get 25-27FPS

At 480P resolution, it is possible to get 27-31FPS on low settings.

The game at 14-15FPS in the next part of the game on 480P and 7-8FPS at 720P

I did encounter the constant 1FPS problem briefly in the beginning stage of the game. Though, I was changing a lot of settings so I'm not sure what caused it.

It happened after I enabled FXAA anti-aliasing Ingame and went away after disabling it again. It has not happened since though, even when enabling FXAA to test.

Interestingly, the Shader Cache plus Shadow Quality high low frame rate seems to occur even if you use a RAMDisk for Nvidia's shader cache. This is with using the program ROG RAMDisk to hardlink the cache into RAM.

With all the Texture Filtering settings in Nvidia Control Panel completely disabled, other than Trilinear optimization I'm getting 15-17FPS at 480P and 7-9FPS at 720P with Shadows set to low Ingame.

There is an issue with screen flashing from normal lighting to darker repeatedly, sometimes when you change the settings. It seems to be resolvable by toggling Shadows to high then back to low or vise versa.
