Report a translation problem
Makes me think that the RPG elements were bolted on towards the end of development,
or possibly that they were added early but just never given a second thought "once it all worked".
All I can offer you is this mod which makes the process a lot less painful.

I raised my max rings normally, but once I was basically done and just wanted to get the last achievement, I went for this mod since I had 80-something levels of speed to raise in one go.
The way to fix it would be to either just have a separate currency for upgrading each of the 4 stats, create an additional menu where you allocate the available Koco levels (similar to Dark Souls leveling), or when selecting speed/ring capacity have it show a total levels available on the right, and be given the option to increase the levels you want to spend on that stat.
Whatever method they choose, they also need to add a similar menu to Hermit Koco when trading between the speed and ring levels.

It should've been an exchange dialog like an item store where you buy skill points with coco
Just make the extra dialogue happen one time…
That was me. I raised Speed a few levels and then promptly switched over to maxing out ring count.
Ring count is essentially your health bar for normal enemies and your available time as Super Sonic.
The extra speed, while nice, didn't seem as important in the long run as being able to take a few more hits when fighting guardians and be able to take more time to figure out the titan fights.

That aside, yeah, they could've done much better with how they handled the speed and ring upgrades.
Which, I wish I knew would amount to a not a whole lot by the last island.
