2) Turn change TAA to FXAA for a sharper image. The lighting is dynamic watch the day turn to night and night to day. Game looks great on my end.

FXAA is better than TAA in this game? I've never even heard of this before.
I got the impression it happens when I make any movement that would potentially move the gamera (like moving to a place I shouldn't be able to with the left thumbstick)
Download HedgeModManager (modding software for Sonic games on PC that use the Hedgehog Engine). It has a community code that makes it so that camera icon doesn't pop up.
