I have an Intel Arc A770 Graphics... That explains why...
Do you have an Intel Graphics Card too ?
I've been trying my best to play without being bothered by it but it's just nigh-impossible with the inconsistant crashes and messed up lighting during storm/night-time.
I know it's not really the best fix but hey at least Intel Arc's players can now enjoy the game while developers fixes the issue officially.
Ok so I decided to install use DXVK 2.0 (a Vulkan API that Proton uses to makes games run on Linux and the Steam Deck) on Windows and see if it fixes the issue with the lighting, for reference my GPU is an Intel Iris Xe.
After booting up the game the lighting is fixed! The game doesn't look pitchblack anymore and water seems to be working properly this time instead of being a pool of darkness.
I have just tested it myself so I can't guarente it would work perfectly the whole game. In fact, there a few hiccups, the game takes more time to load and there is lag while playing the game.
I think this is due to how DXVK works and the game trying to load the enemies and the terrain.
Will try DXVK-async and see if it works better, but for the time try using the lastest version of DXVK (or Proton if you are on lInux) if you use an Intel GPU and you are encoutering this problem. It should work fine and fix it

(You have to go to C:\Program Files (x86)\Steam\steamapps\common\SonicFrontiers and put the files "d3d11.dll" and "dxgi.dll" on there. Use the x64 versions included on the DXVK 2.0 folder)
