There won't be a pre-install, sega doesn't do those on steam.

Ive seen nov 6th mentioned as a preload date on some random news websites, but I can't find a real source. I dont remember if sonic mania or forces had preloading either, there might just not be a preload.

There are no preinstall options on PC, you can only preinstall on consoles because they are heavily encrypted (aka secured to prevent playing early)

Preloading is possible on PC as Steam does provide encryption for developers/publishers to prevent their games from being played too early.
It's just that Sega hasn't bother to do it here so far.
