Ocean Pier East Glitch

[I Am Become Death]

I've been trying to hack the Ocean Pier East billboard but it doesn't let me, it's greyed out. I found out how to get there easily, but when I approach the sign the hack option is greyed out and there's some chainlink fence covering it. Wtf do I do, nobody else seems to have had this problem since I can't find a single video or thread about it
