Extremely low framerate/stuttering in Windowed Borderless mode
Hey everyone! I played the original game when I came out, and JUST NOW got around to buying Catalyst. I spent my first hour with the game troubleshooting low FPS and stuttering issues that I should not have with my setup.

Setup:
RTX 3080
Ryzen 9 3900X
32GB RAM
SSD
Samsung G7 32'' Monitor - 1440p @ 240Hz w/GSYNC enabled
Win 10

I found that if I run the game in Windowed Borderless mode (quality settings don't seem to matter), I get 22-50FPS with major stuttering. However, if I use the same settings and change to Fullscreen mode, I get 180-200FPS and it runs like butter. I haven't been able to use Google to find anyone else with issues like this, so I figured I'd ask here. Being forced to use Fullscreen isn't the end of the world, but man is it inconvenient! I'd love any thoughts/troubleshooting steps y'all might have.

Lower textures. Game is janky as hell with higher textures.

Yeah, tried that, it still stutters on low settings. It's exclusively something about Windows Borderless and how it's handled by the game/drivers/windows I believe. I was hoping someone else has run into it before and fixed it!

i7 8700k
16GB RAM

I'm well over for power for the recommended settings and still have stutter issues on ultra settings with 1.25 res scale, even on 1.00 resolution scale (1.00 is a blurry mess) , I disabled Vsync and got over 100+ fps but the stutter is still there. Turning in places causes a random split second pause here and there, it's annoying considering my rig can run way more demanding games without any stutter at all.

why on earth would you want to use windowed borderless anyway, ive never understood the point of windowed borderless, like why not just play in fullscreen instead

UPDATE: running on HYPER settings now with the VRAM restriction off, I drop 1 frame from 60fps with VSYNC on (78-130 fps with vsync off on hyper settings) here and there, it's bearable, even if annoying.

The stuttering issue seems common with this game, might be an issue with the games engine and VRAM optimization, consoles had a similar issue with streaming, we might be seeing some console code for VRAM usage not fully optimized/utilized for the PC version.
