Yeah, tried that, it still stutters on low settings. It's exclusively something about Windows Borderless and how it's handled by the game/drivers/windows I believe. I was hoping someone else has run into it before and fixed it!

I'm well over for power for the recommended settings and still have stutter issues on ultra settings with 1.25 res scale, even on 1.00 resolution scale (1.00 is a blurry mess) , I disabled Vsync and got over 100+ fps but the stutter is still there. Turning in places causes a random split second pause here and there, it's annoying considering my rig can run way more demanding games without any stutter at all.
The stuttering issue seems common with this game, might be an issue with the games engine and VRAM optimization, consoles had a similar issue with streaming, we might be seeing some console code for VRAM usage not fully optimized/utilized for the PC version.
