Encore Levels aren't unlocking after finishing Main campaign

I get the pop up saying they should be available, but when I open the act select after picking a difficulty other than Harmless, the option for Encore levels just isnt there.

Replay the campaign on a higher difficulty. When you beat a level, you're able to access it on difficulties lower than the one you selected, not higher difficulties. If you only cleared the levels on "Harmless", then you can't access them on other difficulties, since Harmless is the lowest difficulty.
This is all assuming you have only completed the campaign on Harmless.

Oh no, sorry I get how you might have been misinformed, thats my bad.

I've beaten it on Lenient and Standard, but it hasn't unlocked the encore levels for their respective difficulty tiers. When I look at Violence it shows I have ranks and secrets found but the boxes are locked and grayed out like I hadn't played them yet.
(But it doesn't do this for Harmless)
